Welcome to the first edition of the Goodman Masson quarterly update for Interim Management. This document is dedicated to the public sector and aims to give you an overview of the employment market within the public sector, identify any trends or developments across the UK and present to you an up to date salary guide which might be of interest to you.

Market Overview

 

In the first quarter of 2010, the Public Sector Interim market witnessed a notable change in the recruitment space. December and January were markedly quiet while February saw an accelerated need for hires into a variety of interesting roles in particular market areas. This was specific to change and transformation, as the drive for performance and efficiency increases, and restructuring and process improvement initiatives take place to facilitate this.

 

The charity and not for profit sector have been one of the busiest areas to date, as they try to reform and reshuffle their organisational structures after the difficulties of the last 12 months, while still delivering on essential programmes of work. Due to this activity, we have noticed an increase in the demand for Programme and Project Management specialists who have been brought in to deliver on both change and transformation while simultaneously not upsetting the culture of the organisation but enabling the key aims of the organisation to stay on track and remain successful.

 

Goodman Masson have been involved in successfully recruiting a number of Programme Managers in this space, who have been tasked with change and process improvement, and although the rates of pay in this sector are perhaps lower than in other areas of the public sector, it should remain interesting to candidates trying to gain experience and widen their skill base in a sector they have not previously had experience in.

 

The nhs continues to remain a busy area for interim professionals but the pace and volume of recruitment has slowed. Following Mike O Brien’s announcement in December for the nhs to deliver £20 billion savings across the UK, we have seen many Trusts and in particular the Primary Care Trusts, tighten their spending across the board and subsequently interim requirements are lower than this time last year.

 

The nhs continue to demand Programme Directors for service transformation and other project and programme management specialists with a strong commissioning skill sets. Additionally strong Interim Finance Directors are still very sought in this domain. It is worth noting that while pay rates have become more competitive are still relatively high.

 

As expected, the government at central and local level has been quiet and we do not expect to see a noticeable change until after the election. In general though, we expect to see an increase, beginning next quarter in the requirements for skilled and experienced transformation specialists. This is a result of the drive for performance and efficiency in the public sector as this sector accelerates to make savings whilst the next government still delivers on essential services to a country recovering from recession.

 

The public purse will be hit this year and we expect these change programmes to enable the public sector to continue work on essential programmes whilst decreasing certain areas of public spending. These programmes are best facilitated by skilled interims that pay for themselves by delivering savings and successful programmes at the same time.

  • Interim Finance Director – £750 - £1000
  • Interim Programme Director – £800 – 1200 per day
  • Interim Director of Commissioning – £650 - £950 per day
  • Interim Programme Manager – £500 - £700 per day
  • Interim Project Manager – £400 - £500 per day
  • Interim Turnaround Director – £1000 – £1500 per day
