A fantastic opportunity has become available for a qualified accountant to join an international development organisation as their Programme Finance Manager.

Managing a Programme Finance Officer, your team will be responsible for support the Head of Finance and Operations in running efficient and effective programme financial accounting, programme financial management and programme financial reporting processes in relation to the charity's programmes and grants. To maintain a close working relationship with the organisation's finance and programme teams and relevant staff from external agencies and donors as required.
Key areas of responsibility include:
Programme financial planning, management and reporting
- Ensure robust financial systems, procedures and controls are in place for the entire life cycle of grants, properly documented, regularly reviewed and efficiently used
- Maintain a monthly cash flow projection for grant transactions and jointly with the programmes team, regularly review and analyse grants
- Own and develop internal tools that track active grants, secured and pipeline funding, cost recoveries and cash balances and ensure they are kept up-to-date
- Generate financial analysis, back-up papers and reports and produce effective synthesis for management decision-making, Board submissions and other reporting requirements (e.g. quarterly cash balances report), working closely with the Programme Finance Officer
Grants management and compliance
- Review and approve budgets for concepts/proposals, ensuring the inclusion of costs, make recommendations for improvements and liaise with the programme/partnerships team and field units to ensure these are complete, accurate, consistent with the narrative
- Review and feedback on donor financial reports to ensure compliance with donor requirements, that the reports are produced on time, to a high standard and are consistent with the narrative
- Design, implement and as needed, improve already-existing quality controls to ensure compliance with donor requirements, including manuals, checklists, templates, and other tools
Audit, internal controls and risk
- Contribute on programme finance to all audits and statutory compliance in line with UK and international regulations and compliance requirements
- Prepare the programme finance elements of the statutory financial statements and supporting working papers
- Review and approve the due diligence assessments on potential partners or donors
- Manage the section of the risk register that relates to programme finance
Who we are looking for:
- CCAB qualified accountant
- Post qualification experience in programme financial accounting and financial reporting
- Experience of designing and managing financial systems, processes and procedures
- Experience of programme budgeting and accounting including cost recovery modelling, cash flow management and reporting
- Experience of charity accounting and knowledge of auditing
- Experience working in international NGOs, with field-level implementation or management highly desirable
- Experience working with EC, ECHO, DFID or equivalent and familiarity with the various compliance rules and regulations
The successful candidate will demonstrate excellent interpersonal skills, with excellent oral and written communication skills. You will be able to work under pressure and will be able to manage competing priorities under strict deadlines.
This role requires the post holder to manage a range of stakeholders, and expectations across a range of projects simultaneously, so you will need to demonstrate the ability to take a robust but tactful position when liaising with key stakeholders.
